But after Senate Democrats announced a deal Thursday night on a separate economic package, Republican sources told CNN that House GOP leaders will vote against the semiconductor bill, reversing their previous stance.
The legislation aims to address a shortage of semiconductor chips and make the US less dependent on other countries such as China for manufacturing. Supporters say the measure is important not only for US technological innovation, but also for national security.
There are still some House Republicans expected to vote in favor of the plan, but a senior GOP source says the vote will be close — especially if some House progressives align with independent Vermont Sen. Bernie Sanders and vote against the bill .
A senior Democratic adviser told CNN that the so-called “CHIP” bill is still expected to pass.
Pramila Jayapal, the chairwoman of the Congressional Progressive Caucus, said Wednesday that she did not whip her members on the legislation, but highlighted discussions with Commerce Secretary Gina Raimondo, who has been the Biden administration’s chief advocate on the package, as indication that progressives will likely back it.
The semiconductor bill creates incentives for domestic semiconductor manufacturing as well as research and development and includes more than $50 billion in funding for this goal.
The legislation also includes a number of provisions aimed at boosting scientific research, including authorizing billions of dollars for the National Science Foundation, the Commerce Department and the National Institute of Standards and Technology.
