Just 11 days earlier, Kiena was allegedly attacked by a man from whom her family said she should have been protected. (SWNS) Kynan, 29, called Kiena an “amazing young girl” and said the “bubbly” mum just wanted a “happy life”. Speaking today, Kynan criticized Lancashire Police after it emerged the force had been referred to a police watchdog over their contact with Kiena before her death. The builder, from Blackpool, said: “The police have let my sister down. They didn’t do enough. The CID chief will go through it all with a toothpick. “They will find out why nothing happened, and why she got to the point where she felt she wasn’t being looked after by the service, which she should have, and decided to take her own life. “She had panic alarms installed in her house and a panic alarm around her neck. “My sister left a note on her phone before she killed herself. The facts why he killed himself are stated in this note. In time, this may be shared, but not now.” He added: ‘The girl was very, very dear. He never said a bad word about anyone. He just wanted to live a happy life.” Kiena Dawes had received a panic alert from police in the weeks before her death. (SWNS) Kiena’s body was recovered from train tracks near the Lancashire town of Garstang as friends and family conducted a frantic search for her in nearby streets and alleyways. But before they could locate her, they got the terrible news that her body was found on a railway line just after 1pm on Friday. The story continues Kynan said Kiena had sought police help five weeks earlier after claims she had been assaulted on several occasions. She said Lancashire Police had installed a panic alarm in her home and given her a special neck brace that had a button she could press if she felt she was in danger. But Kynan said that didn’t stop her attacker from coming to her home on July 11, before allegedly splitting her head open, leaving her completely traumatized. And she said local police should have done more to help her as she tried to bring her alleged attacker to justice. He said: “The police have let my sister down, they have. He wanted to go through the legal route to get justice. “The girl is dead now, but she should have gone to CPS a long time ago. He didn’t want to live the life he was living, so he ended it.” Kynan said his sister had spent her early life growing up in Cyprus before moving to the UK and later settling in Fleetwood, Lancs. She said she had then trained as a hairdresser and started working in a local shop and had “absolutely loved” her job He said: “Kiena was the most amazing little girl from the moment she was born. It was very bubbly, very nice. We moved to Cyprus. He spoke Greek fluently. Kiena Dawes after an alleged assault. (SWNS) “He had many friends in Cyprus. All the sunbed shops have been in touch saying, “We’re going to miss you, come on in.” She was just amazing.” A spokesman for British Transport Police confirmed they are not treating the death as suspicious. They said: “British Transport Police were called to the line at Preston at 1.05pm. on Friday, July 22 after reports of a casualty on the tracks. “Paramedics also attended, however unfortunately one woman was pronounced dead at the scene. This incident is not being treated as suspicious and a file will be prepared for the coroner.” A spokesman for Lancashire Police confirmed that the force had been referred to the IOPC (Independent Office of Police Conduct) over their contact with Kiena. They said: “First and foremost, our thoughts are with Kiena’s loved ones at this difficult time. “We have reported to the IOPC (Independent Office of Police Conduct) in relation to the contact we had with Kiena prior to her death. “Therefore, it would not be appropriate to comment further at this time.
